Before retiring in 2019, he served as Chief of Dental Services at Harlem Hospital, NYC Health + Hospitals, where he skillfully managed patient care, residency training, and administrative operations. His leadership secured over $2.1 million in grant funding for clinic renovations and additional support for patient care through the American Dental Association (ADA) and the Henry Schein Foundation.
A native of Jersey City, New Jersey, Dr. Bailey earned a Bachelor of Science in Biology Education from the University of Nebraska-Lincoln, attending on a full athletic scholarship. He went on to obtain a Doctor of Dental Surgery degree from Howard University and a Master of Public Health degree from Columbia University. He also served as a Pearl Research Clinical Fellow at New York University.
Dr. Bailey’s professional contributions are both extensive and impactful. He is a Past President of the New York County Dental Society, the New York State Academy of General Dentistry, and the Midtown New York Dental Society. He remains actively involved in the National Dental Association and the Greater Metropolitan New York Dental Society. Since 2004, he has served on the Organization Committee for the Greater New York Dental Meeting, the largest dental education congress and trade show in the United States.
Dr. Bailey has achieved Mastership in the Academy of General Dentistry and holds Fellowships in numerous esteemed organizations, including the American College of Dentists, International College of Dentists, The Federation of Dentists International, The Pierre Fauchard Academy, and The Academy of Dento-Facial Esthetics.
In addition to his clinical and leadership roles, Dr. Bailey has held academic appointments at Columbia University College of Dental Medicine and Hostos Community College. He was also a clinical instructor at New York University College of Dentistry. Among his academic accomplishments, he developed the dental and head and neck anatomy teaching curriculum for the Sophie Davis Physician Assistant Program at Harlem Hospital Center. He also authored the HIV/AIDS curriculum and training module for the National HIV/AIDS Education Training Program.
Beyond his professional accolades, Dr. Bailey is deeply committed to mentoring dental students, residents, and at-risk youth, inspiring and shaping the next generation of dental leaders. In retirement, he continues to make a lasting impact through his dedication to education, community service, and the advancement of oral health.
